ULA Alternative to Septic Tank Charge – Launch a Major Public Works Programme

During the debate on the ‘Septic Tank’ legislation which has been passed in the Dail, the question of what standards septic tank systems would be required to meet was raised.  Minister Hogan tried to give the impression that ‘high risk’ areas would be prioritised and it was hinted that the system introduced in County Cavan in 2004 might be a model.

The passing of the legislation means that the Government will head off massive EU daily fines for each incident of pollution which would have to be paid if no action had been taken. Surveys have established that  ground water and surface water are suffering from pollution which can be traced back to septic tanks. The government,  looking to local elections in 2014, may intend to take a relaxed approach outside the ‘high risk’ areas but this will not clean up the polluted ground water. Only 3,000 of  more than 8,000 septic tanks systems in  Cavan were inspected between 2004 and 2011 and no claim is made by Cavan County Council that all is well with the watercourses in the county.

The contribution of septic tanks is only a minor part of the problem. Significant water pollution  is due to unsewered industry, agricultural run-off and overloaded and malfunctioning municipal waste water treatment plants.
